Default Digitizing NTSC VHS videos

Hello

I have the following problem:

I want to digitize a VHS Tape, recorded in the USA.
We tried with a TV Card, but it seems, that the card does not support the
NTSC format.
The recorded video was black/white and was flickering at the lower part of
the screen.

I do not know, if this is only a software setting, or a real hardware thing.


Does anyone know, if it is possible to switch a standard (german) TV or
graphic card to NTSC on "video in" port?
