Default Display of computer on TV.

Still can't get my laptop to display in colour on my Philips TV. I'm using
a 3 metre cable to connect from the S-Video on laptop to a scart socket on
the TV (as shown in the P.Bell Instruction Guide that came with the laptop.)

Can anyone please advise?

Does it display in black & white? Or not at all?

If in black & white either the scart on the TV is the wrong sort,
or the cable has the wrong wiring.

There are two main different pinouts for Scart. Most TVs actualy
mark the sockets differently.

S video consists of two separate signals - the luminance (black and white)
and the colour. The TV's SCART may well be a composite inout, where the
luminance and colour are combined on a single signal.

I wonder if the cable is just feeding lunimance to the TV's composite input.

Does the TV also have an S-video input - maybe on a front-panel connection?
It's a round socket with four pins, a bit like a mouse or keyboard conection
on a PC. Try using that with a cable that has S-video connectors on each
end.
