What is it that makes some wmv movies incapable of being fast forwarded or
rewinded in Media Player?

Because the creator disabled that facility (and serch) when it was made.

Trev,

Do I assume correctly that I could remake it with FF/search with Windows
media encoder?

Basically its to stop tinkering and re distribution in another form so may
be maybe not. Try opening and rendering in Windows movie maker which if you
have XP you have on the computer

The video must be "Indexed" for the player to offer seek functionality
such as FF / RW

No, you don't need to re-encode it. In the encoder utilities
directory, find the windows media file editor program

Open the video in that, then just "Save as and Index" from the File
menu
