Adobe PE3 says that you can capture from pretty much any device, but
does that include the internal PC DVD drive?

You might try copying the DVD onto your hard disk, then renaming the VOB
files as MPG. Many (most?) video editors have an "Import" facility to
move video off the hard disk into the editor.
