Default Filming in Sunlight

I have a Panasonic GS13 bought in December 2004. Had little use. Tried to
film in bright sunlight the other day and everything was totally washed
out. Filming the shadows came just fine. Every other time I had filmed
inside so I never had the problem before. Any suggestions or maybe it just
this model? Anything I can do about it? All the settings seem to be okay. I
am not using the low light setting at all.

Sounds similar to a problem I had with an end-of-line Sony TRV60 bought at
discount in October 2004. I was surprised when the servicing people
suggested a sticky aperture (and/or motor).
In my case the problem was cured by my pointing the camera (whilst filming)
at a very bright light source (reflected sunlight) which appeared to free up
the mechanism, since when it's behaved largely OK. You could try adjusting
the aperture using any manual controls available - this too might effect a
cure. I assume you can see the over-exposure effect in the viewfinder?
Recently I've had the feeling that mine has started over-exposing by around
1/2-1 stop taking the edge off good colour saturation. This is curable by
filming in the AE "Spotlight" mode, rather than using straight "Program AE".
(I don't know what "modes/names" you have on the GS13.)

I will try your suggestion the next bright sunny day. Unfortunately, my
only menu option is Program AE so I am out of luck in that respect.
