Default TMPGENC Plus 2.5: How to remove (Jpeg) artefacts from movie?

Hi,

I've got some MPEG1 movies with a low constant bitrate (1150Kbps).
I would like to transcode them with TMPGENC Plus 2.5 (2.521.58.169)
to MPEG2 and make a DVD of them. Works fine so far.
Unfortunately some scenes with rapid motion show very uggly
artefacts (like strongly compressed JPEGs do).
I know that graphic programs like Paint Shop Pro are able to
remove such artefacts in a very good manner. So I have the idea
that there should be software out there that can remove such
artefacts for movies as well.
Can anyone tell me if this will be possible with TMPGENC Plus 2.5
or point me to another software which is able to do so?
