Default Newbie help needed on Mini-DV & DVC Pro conversion NTSC - PAL

Hi,
I'm new to this group, and have little experience, trying to help out a
friend who made a lot of Mini-DV and DVC Pro tapes in Mexico, and now needs
to convert them to PAL format. There are commercial solutions to this, but
perhaps there is a (semi) profesional way to do it at home? I'm surrounded
here by video geeks, so what I would like to find out, is if there is
equipment available (if indeed necessary) to convert these tapes to a PAL
format. I'm thinking, all of it being digital, there might be a way to load
a tape at NTSC into f.e. Premiere, and convert it into PAL?

Any help on this subject is greatly appreciated!

Ok, thanks for the help. Seems to me something that will come up more and
more (what with Ebay selling cheap US, NTSC-based hardware), hasn't really
been addressed in the consumer market yet at affordable prices.
