Default Advice on letterboxing and ratio correction

I wonder if someone can offer me advice on software?

I have a DVD recorder that produces .VOB files. There are two problems with
these .vob files:

1. Even though the X/Y size is correct for a 16:9 ratio, other players seem
to think it's a 4:3 recording and hence the video is squashed up in the
middle of the screen.

2. The top nine lines contain some annoying lines which flicker during
playback.

What I need is some software that masks the top nine lines and corrects the
aspect ratio of the picture. I've have used a combination of Nero and
Virtualdub to do this in the past but I haven't found Nero (even when
updated to the latest version) to be that reliable.

Does anyone know of any software I might use to achieve this all?

I've found that FlaskMpeg can do everything for me all in one go though it
takes a few hours.
