Hi,
I would like to understand the essential features of this software in
order to use it effectively for my video editing etc. Is there a newsgroup or
forum where problem and solution are discussed?

There is an official adobe forum for Premiere, accessible from the
adobe Premiere web site, you need to register to post messages IIRC,
the group is available via some NNTP servers but (again IIRC) it
doesn't thread correctly.

Otherwise dip your toes into the rec.video.production group and ask
questions in that group, but make sure that to state that you are
working in PAL and not NTSC as the group is mainly inhabited by pro's
and semi pro's in the USA.

Umm.... The obvious place to look is alt.premiere.windows

And if you want more than "essential features", you might like to look
in alt.binaries.cbts where you'll find Total Training in RAR/PAR sets.
